The scientific and technological field to which the project belongs: Management Engineering Comprehensive utilization of renewable resources is one of the important ways to achieve a circular economy, an inevitable requirement for ecological civilization construction and sustainable development. To guide the healthy development of the renewable resource industry and promote harmonious development between the economy, society, and environment, combined with the actual situation of China's renewable resource recycling parks and enterprises, we aim to build a typical eco-demonstration park development model for the recycling of waste electrical and mechanical products with efficient resource symbiosis networks. The wastewater, exhaust gas, solid waste, and noise generated by the park are managed in full accordance with national standards, with zero emissions of dioxins, a 30% reduction in energy consumption per unit GDP, and a 20% reduction in material consumption per unit GDP. Main content and innovation points: (1) Constructing evaluation technical methods and systems for eco-industrial parks for the recycling of waste electrical and mechanical products Analyze and evaluate the technical, economic, and environmental loads of the enterprises in the park. Establish a 'State-Pressure-Effect' (PSR) ecological effect evaluation model and construct an integrated ecological assessment system for the park. (2) Establish industrial chain linkage models in the park Based on the resource cascade utilization technology and industrial chain linkage technology of typical waste motor, waste wires and cables, waste hardware and electrical products, develop optimized technologies for eco-friendly resource integration utilization in the park, promote and demonstrate application of industrial chain linkage models oriented towards raw materials or products. (3) Develop a pollution monitoring system for park wastes, centralized unified treatment control strategies, and clean production indicator systems Targeting the requirements for centralized harmless treatment of harmful substances, waste gas, wastewater, waste residue, and dust in the park, set up principles for site layout, sampling, monitoring, and control, establish a full-process monitoring system for park waste pollution and environmental harmlessness, and centralized unified treatment control strategies. Establish a clean production indicator system for ecological industrial parks recycling used machinery and electrical products. (4) Formulate the development model of an eco-demonstration park for recycling used machinery and electrical products. The park management system, supervision and management system, and green logistics management system are the basic guarantees for building an ecological park. Combining the park's industrial chain linkage mode, clean production technology, and evaluation techniques, promote the application of decentralized and centralized recycling eco-industrial demonstration park development models. (5) Propose suggestions for the promotion and application of eco-demonstration parks in the renewable resource industry. Confirm the strategic position of the renewable resource industry as the core industry of the circular economy, implement supporting planning and policies, refine environmental pollution prevention and control technology policies and standards, carry out pilot work in several typical enterprises in stages, and promote the construction and management experience of the Ningbo Zhenhai Renewable Resource Industrial Park.
