The cold fresh food market, as a bridge and link connecting the production of cold fresh food with the consumption of community residents, plays an important role in promoting agricultural production, ensuring the supply of community residents' "vegetable basket," alleviating urban employment pressure, and increasing local tax revenue. However, there are many difficult problems that urgently need to be solved in the current cold fresh food market, such as redundant circulation links, weak overall food safety assurance, poor traceability of safety responsibilities, huge circulation losses, chaotic traffic flows, and outdated models. With the interconnection of commodity flow, capital flow, and information flow, the advantages of fresh e-commerce in reducing circulation links, lowering food safety risks, traceability, and reducing losses are becoming increasingly prominent. However, the biggest bottleneck restricting the development of fresh e-commerce is the cold chain logistics technology. The cold chain system of China's fresh e-commerce is still not perfect. And the cost of cold chain logistics remains high. The improvement and enhancement of cold chain technology will help to reduce the costs of fresh e-commerce. Therefore, community cold chain intelligent logistics has tremendous development prospects. This project utilizes advanced technologies such as artificial intelligence, traffic management, and operations optimization to conduct in-depth research on the key technologies and applications of community cold chain intelligent logistics from four perspectives: urban transportation, food safety, economic benefits, and social benefits. The key innovations are as follows: (1) Community residents' travel methods and traffic congestion mitigation technology for community cold chain intelligent logistics. Analyze the impact of congestion charges, real-time parking lot information, and traffic information on community residents' travel methods, and on this basis, consider the community residents' travel time, spatial utilization, and 'last mile' issues to comprehensively improve the traffic benefits of community cold chain intelligent logistics. The traceability and early warning system of fresh food cold chain and food safety assurance technology. Based on technologies such as RFID, EPC, and artificial intelligence, a full-process traceability and early warning system for the fresh food cold chain is proposed, integrating safe procurement, whole-process cold chain, and traceability systems to construct a community cold chain intelligent logistics food safety assurance system, enhancing the quality and safety of chilled fresh food. (3) Key technologies for the location selection, inventory management, and distribution optimization of community cold chain intelligent logistics. Considering timeliness and non-timeliness costs, optimize the location of distribution centers and community pick-up points; considering consumer transfer and inventory transfer, optimize the inventory level of cold chain logistics; based on the vehicle routing optimization problem with multiple distribution centers, optimize the distribution routes of cold chain logistics; considering three aspects: agricultural product loss, circulation costs, and unsold agricultural products, improve the benefits and efficiency of community cold chain intelligent logistics. (4) The poverty alleviation effect of fresh produce cold chain and the key technologies for closed-loop marketing of chilled fresh food based on poverty alleviation benefits. Based on labor quality and data from upstream and downstream of the fresh produce cold chain, a Probit regression model is constructed to study the poverty alleviation effect of the fresh produce cold chain. On this basis, Tobit and quantile regression models are built to explore the marginal effect of the fresh produce cold chain on different farmers; by utilizing a closed-loop traceable agricultural product marketing system across all channels, relying on the deep integration of online, offline, and intelligent logistics, the poverty alleviation benefits of closed-loop marketing of chilled fresh food are scientifically enhanced. The key technologies for community cold chain intelligent logistics studied in this project have been promoted and applied in many large enterprises across the country, such as Shanghai Suiyi Network Co., Ltd., Suzhou Shixing Fresh E-commerce Co., Ltd., and Suzhou Yuyuqin Information Technology Co., Ltd. The application and promotion of these technical achievements have significantly improved the travel efficiency of community residents. Ensured food safety and quality, achieved significant economic and social benefits. The successful application of these technologies indicates that the project results are advanced, reliable, implementable, and have value for promotion and application. Relying on the project outcomes, 4 Chinese invention patents were authorized, 20 papers were successfully published, and direct economic benefits amounted to more than 190 million yuan. According to a search and analysis by the Shanghai Science and Technology Information Consulting Center of the Chinese Academy of Sciences, the comprehensive technology of this project has reached an international advanced level.
