1. Research Background Scientific and technological innovation has been recognized as the key driving force for economic transformation and development, and innovation clusters are the main platforms for scientific and technological innovation. They are also an important lever for Shanghai to implement the strategy of 'innovation-driven, transformational development.' However, the identification and monitoring of innovation clusters have always been the focus and difficult points in the work of innovation cluster policy formulation. Therefore, how to quickly and accurately identify the existence of innovation clusters, continuously and objectively monitor their development, comprehensively and deeply analyze the ecological structure of innovation clusters, so that relevant departments can provide support and promotion in a scientific, timely, precise, and effective manner, has become one of the most concerned issues by the decision-making departments in Shanghai. Based on this strategic need, Professor Chen Qiang from Tongji University, with strong support from multiple departments including the National Science and Technology Department, Shanghai Municipal Science and Technology Commission, Zhangjiang Management Committee, and others, Since 2009, the institute has organized interdisciplinary research teams to conduct continuous thematic studies on methods for identifying and monitoring innovation clusters. It has developed a practical method system and monitoring system that integrates perspectives from multiple disciplines and has been successfully applied in the research and regulatory work of the Shanghai architectural design industry innovation cluster. The important achievements obtained by the institute have already been applied in relevant decision-making departments and have strongly supported the research and formulation of a series of related policies. 2. Research Content (1) Innovation Cluster Identification Methods: The research team, based on a large amount of data and surveys, and after systematically analyzing the methodologies of numerous similar domestic and international studies, designed an identification method centered around inductive spatial statistical analysis, industrial and innovation trend analysis, industrial innovation chain analysis, enterprise innovation network map analysis, and industry-university-research cooperation network map analysis. A system of innovative cluster identification methods based on a fusion perspective. (2) Innovative Cluster Monitoring Methods In response to the long-term monitoring and tracking needs of innovative clusters, this topic has designed a monitoring method that covers two levels: cluster evolution analysis tools and cluster development indicator systems, to quantitatively track and comprehensively analyze the development of innovative clusters. This method achieves an organic integration of spatial data, economic data, enterprise association data, and economic development data, providing government departments with systematic and standardized long-term tools to track and support related innovative clusters. (3) Governance and Stimulation of Innovative Clusters To fully tap into the application value of innovative cluster identification and monitoring results, this topic has further constructed methods for cluster governance and stimulation. This allows government departments to use modern industrial cluster governance concepts based on identified and monitored data to scientifically formulate decisions on cluster support and stimulation. 3. Main Innovations Theoretical and Methodological Innovation. An integrated identification and monitoring method system that can integrate inductive spatial statistical analysis, cluster innovation network analysis, and industrial trend analysis has been proposed. A monitoring index system for innovation clusters has also been designed, achieving more precise, in-depth, and visual identification and tracking of the development of innovation clusters. This method system provides comprehensive support for the research and management work of innovation clusters and has received unanimous praise from multiple decision-making departments. Application Innovation. Based on the methodology constructed by this topic, the Shanghai architectural design industry has been systematically analyzed and discussed from the perspective of innovation clusters for the first time. The distribution of industries at the district and county levels and the internal ecology of typical clusters have been particularly analyzed. This achievement has enabled relevant management departments in Shanghai to have a clearer and more accurate understanding of the development status, challenges, and opportunities of the Shanghai architectural design industry, receiving high praise. 4. Papers and Monographs A total of 21 papers were published, 1 monograph was released, and 3 annual industry development reports were written. The research team participated in the formulation of 6 government plans, including the 'Yangpu District Modern Design Industry Twelfth Five-Year Development Plan'. 5. Promotion and Application The achievements of the project have had a wide impact domestically and played an important role in Shanghai's industrial planning. Leaders from sister provinces and cities such as Chengdu, Xi'an, and Nantong also specially invited the research team to introduce the methods and experiences of innovative cluster identification and monitoring. The integrated research framework constructed by the research team has been widely applied in other cluster research projects and policy tools such as the Yangpu District Science and Technology Commission's cluster monitor, achieving good results.
