Project Introduction: In order to alleviate the impact of unhealthy urban development on the urban ecological environment, the central government has vigorously promoted the construction of sponge cities since 2012. These cities utilize natural forces for drainage, accumulation, infiltration, and purification. A series of policy opinions and technical guidelines have been issued to apply advanced Low Impact Development (LID) concepts and a comprehensive drainage and ecological drainage system technology that integrates 'infiltration, detention, storage, purification, utilization, and discharge' into one. This approach aims to solve water environmental problems such as urban waterlogging, water pollution, and water resource scarcity, creating a benign ecological water cycle and achieving 'no waterlogging in light rain, no internal flooding in heavy rain, clear waters without black or foul smell, and alleviated heat islands.' The central government announced two batches of a total of 30 sponge cities in 2015 and 2016. According to the provisions in the 'Notice on Carrying Out Pilot Work for Central Financial Support Sponge City Construction,' The central government provides three-year special fund subsidies for sponge city construction pilot projects. The specific subsidy amounts are determined by the scale of the cities, with 600 million yuan per year for municipalities directly under the Central Government, 500 million yuan per year for provincial capitals, and 400 million yuan per year for other cities. The social capital (PPP model) driven by state allocated subsidies will reach several hundred billion yuan. According to the current national plan for sponge city construction, it is estimated that by 2020, more than 20% of the built-up areas of 658 cities nationwide need to meet the design standard of '70% runoff on-site absorption and utilization.' The total annual investment in the country is expected to exceed 400 billion yuan. By 2030, when over 80% of the urban built-up areas achieve the target requirements, an estimated 1.6 trillion yuan will be needed. Sponge city construction will bring about comprehensive changes in urban design, urban construction, urban management, and urban investment and financing, affecting various fields. The important support is the sponge city construction of permeable paving functional materials. Therefore, in the process of sponge city construction, the ecological and environmental protection material industry contains huge market space. Current application situation and prospects: This project is suitable for urban municipal roads, sidewalks, parks, squares, schools, residential area roads, as well as heavy-duty road pavements such as highways, airports, and ports. The target customers are various construction departments, construction companies, municipal companies, etc. This project mainly serves the infrastructure construction of sponge cities. After applying this project, it can quickly drain surface rainwater, reduce water splashing and fogging, and lower traffic accidents caused by decreased skid resistance of the road surface; reduce the possibility of urban flood risks and decrease the threat to urban residents' lives and property from floods. In addition, this project can use a large amount of industrial waste slag (such as red mud). The project aims to address the disposal issues of waste slag for enterprises, reducing land occupation from piling and dumping, minimizing environmental impacts, and eliminating safety hazards. Through multi-faceted and multi-angle cooperation between universities and enterprises, in-depth research is conducted on the structural design of eco-friendly functional materials, material development, maintenance measures, clogging mechanisms, and freeze-thaw damage models. A comprehensive understanding and mastery of the integrated performance of permeable pavement are achieved, effectively improving the world's problems of permeable pavement clogging and winter maintenance. Based on the sponge city construction and maintenance platform, large-scale application and industrialization are carried out to serve urban construction nationwide, alleviate urban waterlogging, reduce water pollution, increase water resources, and promote the development of the ecological environment protection industry. After the implementation of the project, more than 100,000 tons of solid wastes such as red mud and construction waste will be digested and utilized annually, reducing the land required for piling and dumping and minimizing environmental and safety issues caused by them. The goal is to achieve an annual sales revenue of 300 million yuan and an annual profit of over 100 million yuan within three years after the project goes into production. The long-term objective is to occupy more than 30% of the market for road and ecological environmental protection functional materials nationwide. By leveraging professional knowledge and technical strength, we can provide integrated solutions for sponge city planning, design, consulting, materials, equipment, engineering, management, services, etc. These solutions will be combined with national strategies such as ecological civilization construction, ecological restoration and urban repair, smart cities, characteristic towns, and beautiful rural construction in new urbanization.
