With the rapid development of China's socio-economy and the continuous increase in the number of cars owned by urban residents, contradictions and problems in traffic congestion, safety, and the environment are becoming increasingly prominent. Therefore, the status of traffic issues in modern urban management is continuously rising. Intelligent transportation systems (ITS) are receiving more attention from academia, engineering circles, and management departments. Based on a deep understanding of users and businesses in the transportation industry, this project aims to create a 'safe, smooth, green' traffic environment. Utilizing advanced technologies such as intelligent computing, image processing, and pattern recognition, it integrates electronic, information, communication, control, vehicle, and other technologies to develop a new generation of intelligent transportation detection and optimization control system. Currently, it has formed a complete product line including traffic parameter collection systems, high-definition electronic police systems, traffic guidance systems, and traffic event detection systems, serving traffic management across the country. Improved urban traffic conditions. The key innovations of this project include: intelligent detection of traffic flow status based on image processing and pattern recognition technology, which involves extensive computational experiments using pattern recognition and morphological methods to compare and select algorithms with good implementation effects and strong adaptability at various stages. These algorithms can identify vehicles, license plates, obtain traffic volume, speed, density, vehicle type, occupancy rate, parking frequency, and other comprehensive indicators; dynamic traffic travel demand matrix prediction based on automatic vehicle identification devices, which learns the driving paths of vehicles through automatic vehicle identification technology and combines it with traffic flow estimation of road sections to improve the accuracy of prediction; intelligent control of traffic operation based on coordinated green wave bands and speed guidance on arterial roads, proposing a green wave control speed guidance method to avoid dispersion of vehicle fleets, improve the utilization rate of green lights, and enable smooth traffic flow in the main arteries. The intelligent traffic detection and control system developed based on this project has been promoted and applied in many large and medium-sized cities across the country. For example, the Shanghai Expressway Traffic Monitoring and Intelligent Guidance System, the video electronic police system project of the Traffic Patrol Police Detachment of Nantong Public Security Bureau in Jiangsu Province, the BT project of Phase I of the '320' road monitoring network in Wujin District, Changzhou City, the Hunyuan card-style electronic police and monitoring project in Shanxi Province, the electronic police system and HD card system construction project in Shengze Town, Wujiang City, the electronic police project in Zhuji City, Zhejiang Province, the 'electronic police' video surveillance project of Anlu Public Security Bureau in Hubei Province, and the electronic police project of the Traffic Police Brigade of Yuhai Public Security Bureau in Zhejiang Province. The application and promotion of this technical achievement have significantly improved the traffic congestion situation in multiple cities and regions, enhancing the efficiency and safety of traffic travel. Significant economic and social benefits have been achieved. The successful application of these systems demonstrates the advanced nature, reliability, feasibility, and potential for widespread promotion of this technological achievement. Relying on project outcomes, 3 patents and 3 software copyrights have been successfully applied for, 15 papers have been published, and more than 60 million yuan of direct economic benefits have been generated. According to the search and analysis by the Shanghai Science and Technology Information Consulting Center of the Chinese Academy of Sciences, the comprehensive technology of this project has reached a leading level in China.
