I. Project Background As of the end of March 2013, a total of 3,451 urban sewage treatment plants and county-level facilities had been built nationwide, with a daily sewage treatment capacity of about 145 million cubic meters. Compared to the end of 2012, there were 111 new sewage treatment plants added, with an additional treatment capacity of about 3 million cubic meters per day. Over 20 million tons of sludge with an moisture content of 80% were generated. With the increase in urbanization level and sewage treatment volume, the production of sludge is growing at a rate of 10% per year, and it will soon exceed 30 million tons. As the popularity of sewage treatment facilities increases, the treatment efficiency improves, and the degree of treatment deepens, the amount of sludge from sewage treatment plants has increased sharply and continues to grow at a rate of about 10% per year. According to relevant internal statistics, nearly 17% of urban sewage treatment plants in China currently have an unknown destination for the generated sludge. At the same time, about 67% of sludge is ultimately disposed of by simple landfilling. In view of the current difficulties in treating urban sludge and the huge market potential, supercritical water oxidation technology is adopted to treat urban sludge, achieving harmless treatment of the sludge. Supercritical Water Oxidation (SCWO) utilizes the unique properties of water in a supercritical state, allowing oxidants and organic matter to completely dissolve in the supercritical water and undergo homogeneous oxidation reactions, rapidly and thoroughly converting organic matter into harmless small molecule compounds such as CO2, N2, H2O, and inorganic salts. Compared to traditional urban sludge treatment methods, SCWO has outstanding advantages and can achieve significant economic, environmental, and social benefits. Technological Innovation and Leadership The research group has been studying urban sludge SCWO for many years, with more than 20 projects including National Natural Science Foundation of China projects, "973 Plan" topics, "863 Plan" specialties, National Science and Technology Support Program topics, etc., yielding fruitful results. They have obtained 38 national invention patents. In the process of studying supercritical water treatment of urban sludge and some high-concentration organic wastewater, more than 50 related research papers have been published, including over 30 SCI/EI indexed papers. In 2009, the first domestic SCWO demonstration device with independent intellectual property rights for treating 3t/d of urban sludge was established at Xi'an Jiaotong University, as shown in Figure 1. The system integrates multiple functions such as organic matter removal, desalination and slag removal, waste heat utilization/production of hydrogen-rich gas, anti-clogging, and anti-corrosion. The device can simultaneously achieve the harmless treatment and resource utilization of urban sludge and other organic waste/wastewater. After being treated by the demonstration device, the COD in the effluent water is 25mg/L, ammonia nitrogen is 2mg/L, and the color can be comparable to clean water, ensuring that it meets discharge standards. The device integrates the reduction of chemical oxygen demand (COD) in urban sludge with desalination treatment; maximizes the use of heat from the reaction liquid, reducing operating costs; achieves desalination treatment and sludge separation within the device; recycles the clean liquid as the evaporation wall water for the device; adopts a skid-mounted structure for easy installation and transportation; and can realize the hydrogen production process of urban sludge through supercritical water partial oxidation/gasification. III. Market and Benefit Analysis The reaction heat from completely oxidized urban sludge, after removing the heat required for self-heating, The excess heat can be used to provide hot water or generate steam, and the CO2 gas produced by the reaction can also be separated for sale, further achieving economic benefits. This has a bright development prospect in the context of increasingly severe environmental pollution and growing energy shortages. Using supercritical water oxidation technology to treat 65t/d of urban sludge with a water content of 80%, the treatment cost is 48.9 yuan/t (with a water content of 80%) or 244.4 yuan/t (dry sludge), which is significantly lower than the operating cost of the municipal sludge incineration equipment at Shidongkou Sewage Treatment Plant in Shanghai (533 yuan/t dry sludge). Moreover, China produces 25 million tons of urban sludge with a water content of 80% per year. Assuming a market share of 30% for SCWO, the total amount of sludge to be treated is 7.5 million tons per year. With a treatment capacity of 100t/d for the equipment, the total demand is 206 sets. The selling price is 20 million yuan per set, with a profit of 10.8 million yuan per set, and the total sales amount is 2.23 billion yuan. Supercritical water oxidation technology for treating urban sludge has bright application prospects. Fourth, Main Application Fields The SCWO technology for urban sludge complies with national industrial and technological policies, has strong innovativeness, high product added value, and strong market competitiveness. According to the current huge production volume and growth trend of urban sludge in China, there are a large number of potential users for urban sludge supercritical water oxidation equipment, and the market prospect is broad. Fifth, Cooperation Conditions Requirements (1) Natural persons or corporate legal entities capable of independently bearing civil liabilities. (2) Have certain investment capabilities and risk awareness, as well as the ability to market and expand.
