Letter of Invitation

Dear Sir or Madam,

Theestablishment of Green Technology Bank is an important initiative for China toimplement the UN agenda for sustainable development and construct theinnovation system for green technology; it is also one of the objectives andtasks for China to carry out its National Plan for Implementation of the 2030Agenda for Sustainable Development; and a leading group initiated by Ministryof Science and Technology andShanghai Municipal Government has been set up composed of National Developmentand Reform Commission, Ministry of Foreign Affairs, Ministry of Education andMinistry of Ecology and Environment. As a comprehensive technology serviceplatform, Green Technology Bank provides a whole-chain service of transfer and transformationincludingtechnologysolutions, green technology assessment, intellectual property management,policy consulting, investment and financing, etc.; establishes a green industryfund of RMB3.5 billion to support the industrialization development of greentechnology; and forms a wide range of cooperation networks with governmentagencies and international organizations such as the Innovation DemonstrationArea for Sustainable Development Agenda, the Yangtze River Delta TechnologyIntermediary Strategic Alliance, the World Intellectual Property Organization,the UN Department of Economic and Social Affairs, the Environment Programme andthe Industrial and Development Organization.

In the first year of the official launch of GreenTechnology Bank, the 1^st Green Technology Bank Summit Forum will beheld and a group of domestic and foreign government representatives andindustry experts with global influence are hereby invited for pragmatic andeffective exchanges in the form of idea sharing and themed dialogues to exploreglobal green development from the dual perspectives of technology and finance.

The forum will be held in Shanghai from October 29^thto 31^st, 2018 under the theme of Innovation-drivenGreen Development:Linking Government-Industry-Academia-Research-Application &Promoting theConstruction of Green Technology Bank; a series of activities will be held: theopening ceremony and plenary sessions, Green Technology Standard Forum, GreenFinance Forum, International Cooperation Forum, Energy Internet Forum and GreenTechnology Innovation Exhibition.

• Themed Forum 1: Green TechnologyStandard System Forum (9:00-17:00, Pujiang Hall)

The forum will discuss the rules for classificationand framework design of the green technology standard system; promote theconstruction of the green technology assessment and certification system;demonstratethethird-party service complex operation mode for green technology standard, andexplore the way to formulate, apply and promote the green technology standardsystem, basing on the cases of the national innovation demonstration zone for sustainabledevelopment agenda and the high-tech zone zero-emission park construction.

• Themed Forum2: International Cooperation Forum (09:00-12:00, Puhua Hall)

Based on the international cooperation conducted atthe earlier days of Green Technology Bank, the forum will further promote theconcept of green development, explore the internationalization model and feasiblepath of the platform, introducea number of proposed cooperation projects to theNetherlands, Kazakhstan and other countries in order totranslate the achievementsof the previous negotiations.

• ThemedForum 3: Green Finance Forum (09:00-12:00, Pujiang Hui)

The green technology innovation system isinseparable from financial support. The Green Finance Forum aims to explore howto build a full-chain green financial service system compatible with the riskcharacteristics and social & economic benefits of various stages ofR&D, value-adding, transfer &transformation of green technologies. Throughthe forum, many financial institutions will be attracted to participate in theconstruction of green technology banks, the innovation and research anddevelopment of green financial products will be carried out in depth, and theservice level of finance for green economy development will be elevated.

• Forum4: Energy Internet Forum (13:30-17:00, Puhua Hall)

The forumcenters on the construction of science and technology innovation center withglobal influence, Shanghai “Internet +” smart energy development, focuses onthe overall and long-term development of the energy industry, and explores waysto build a green, low-carbon, safe and efficient modern energy system.
