About us

Background

Construction of a Green Technology Bank (GTB) constitutes a major strategic opportunity for China to participate in the corresponding global discourse system.

In 2015, President Xi Jinping signed, along with other world leaders, the 2030 Agenda for Sustainable Development, which proposed the "technology bank" concept. In 2016, Premier Li Keqiang presided over the United Nations Conference on Sustainable Development and officially announced China's National Plan on Implementation of the 2030 Agenda for Sustainable Development, which clarifies the Objectives for Construction of a Technology Bank. In 2016 and 2017, the Green Technology Bank, which was a major initiative of the Ministry of Science and Technology (MOST) to implement the United Nations 2030 Agenda and the Paris Agreement for climate change, was incorporated into the MOST Party Group No. 1 Document and the 13th Five-Year Plan for National Social Development and Technology Innovation. On a number of international occasions, China's Permanent Ambassador to the United Nations also introduced China's preparations for constructing the GTB. After the 2017 Belt and Road Forum for International Cooperation, the construction of a GTB has been incorporated as an element of MOST's Implementation Plan for President Xi Jinping's Technology Innovation Initiative.

The GTB is an important measure for Shanghai to accelerate the establishment of a global scientific and technological (S&T) innovation center.

In September 2016, the Ministry of Science and Technology and the Shanghai municipal government held a special meeting to discuss construction of a GTB. Both Vice Minister Xu Nanping of MOST and Vice Mayor Zhou Bo of Shanghai delivered important speeches at the meeting, announcing that MOST would support the first pilot in Shanghai. Since then, the construction of a GTB has entered into a substantive preparatory stage. On the basis of Shanghai's "Trilogy" to promote the transformation of S&T achievements, the GTB will undertake the original innovation of green technologies as well as the mission of Industry Innovation, Implementation and Transformation, and International Transfer of green technologies. Thus, the GTB will become an innovative practice for Shanghai to agglomerate international and domestic innovation resources, reinforce innovation and cooperation, and explore the mechanism for S&T achievements’ transfer and transformation in the green technology sector, thereby eliminating the bottlenecks that have occurred.

About the Green Technology Bank

he GTB features a Technology Bank to enable the green technology sector to implement the 2030 Agenda for Sustainable Development and a comprehensive service platform to enable the convergence of advanced and practical green technologies for resource-saving, environmentally-friendly, safety and efficiency,life and health as well as other sustainable development priorities. It will also consolidate the integration of science and technology with finance, realize the capitalization of S&T achievements, accelerate the transfer, transformation, and industrialization of S&T achievements, and furnish synchronized services to facilitate domestic sustainable development and South-South cooperation in the field of green technology.

Development Ideas and Principles

As per the guiding ideas of Government Guidance, Social Participation, Public Service, and Market-oriented Operation, GTB construction shall adhere to the principles of internationalization, market orientation, and professionalization.

Adhere to the principle of internationalization

The GTB shall take full advantage of Shanghai's advantages as a global center for S&T innovation and finance, establish a Council System in line with international protocols, and explore a replicable and generalizable international green technology transfer mechanism.

Adhere to the principle of Marketization

The GTB shall utilize the market's decisive role in resource allocation, establish an operational management mechanism commensurate with its characteristics, and closely integrate science and technology with finance in order to improve the S&T innovation efficiency.

Adhere to the principle of professionalization

The GTB shall become a professional platform for the transfer and transformation of S&T achievements so as to guide the industrialization-oriented development of scientific research activities, promote the transformation of scientific research management into innovative services, and drive the development of new industries and new operation types.
